WHAT CHANGED.
Pasadena rewrote its ADU rules in 2024.
The City of Pasadena updated its regulations for accessory dwelling units and junior accessory dwelling units effective May 20, 2024, under Ordinance No. 7420. The city publishes the current rules on its own ADU page, and that document — not the pre-2024 handouts still circulating — is what a submittal has to answer to.
For a Pasadena lot the practical difference is usually not the size of the unit. It is the parking count, whether the property sits inside a historic district, and whether the impact-fee threshold is crossed. All three turn on details of your address and existing structure, which is why a feasibility review comes before any drawing is commissioned.
Scope boundary: parking, setbacks and fee thresholds below are quoted from the City of Pasadena’s published ADU regulations. They change by ordinance cycle — confirm the current text with the Planning & Community Development Department before you approve a construction budget.
PARKING.
How many spaces Pasadena actually asks for.
The city’s rule is one parking space per unit or per bedroom, whichever is less, and the space may be covered, uncovered, or provided as tandem parking on an existing driveway. That matters on older Pasadena lots where a second paved area would mean removing mature planting or shrinking the yard.
The ordinance then removes the requirement entirely in three situations:
| Exemption | What the published rule says |
|---|---|
| Near transit | No space is required when the site is within one-half mile walking distance of a public transit stop. |
| Historic district | No space is required when the property is within a historic district, which the city notes includes landmark and historic districts. |
| Car share | No space is required when a commercial car-share pick-up and drop-off location sits within one block of the ADU. |
Two more points decide most garage-conversion conversations. First, replacement parking is not required when an existing garage, carport or surface space that served as the required parking for the primary dwelling is demolished or converted in conjunction with the ADU work — so converting the garage does not automatically cost you a space. Second, Pasadena is served by the Metro A Line, with stations including Sierra Madre Villa and Memorial Park; whether your address falls inside the one-half mile walking distance is an address-level question, and it is worth checking before you design around a parking pad.
HISTORIC PROPERTIES.
Two hundred designated sites and twenty-six historic neighborhoods.
Pasadena’s City Council has designated over 200 individual historic sites and 26 historic neighborhoods. If your home is one of them, an ADU or an exterior change is reviewed differently: the city states that an accessory dwelling unit is permitted if not visible from the public right-of-way, and its Historic Preservation Commission reviews Certificates of Appropriateness for alterations and additions within a historic site or district. The Planning Division applies The Secretary of the Interior’s Standards for Rehabilitation as the review standard.
That changes the sequence, not just the paperwork. Siting, materials and sightlines have to be resolved before the commission review, so we schedule the historic-district check in the feasibility stage rather than after drawings are done — and we coordinate the certificate application with the licensed design professional preparing your plans.

SIZE, JADUS AND FEES.
The four numbers Pasadena’s published rules put on the table.
| Rule | As published by the City of Pasadena |
|---|---|
| JADU ceiling | A junior accessory dwelling unit is limited to a maximum of 500 square feet and must be constructed within the walls of the proposed or existing single-family residence and/or attached garage or other non-habitable attached space. |
| Impact fee threshold | Any accessory dwelling unit greater than 900 square feet is charged a Residential Impact Fee; ADUs of 900 square feet or less are exempt. |
| Minimum floor area | The minimum floor area of an ADU is 150 square feet, per the Building and Safety Division handout. |
| Fire separation | Dwelling units must be separated by wall and floor assemblies with not less than a one-hour fire resistance rating; ADUs and JADUs must also meet code requirements for fire department access and water. |
Two of those rows are why we size the conversation early. A plan that lands at 905 square feet rather than 895 crosses the Residential Impact Fee line for eleven square feet, and a JADU that steps outside the existing building envelope stops being a JADU. Both are decided on paper, cheaply, before any structural work is quoted.
STANDARD PLANS.
Pasadena pre-approves its own ADU plan set — and the tradeoff is real.
The city runs an ADU Standard Plans program offering several pre-approved plans, from studios to two-bedroom units, all of them pre-approved by Building and Safety. For the right lot this is the fastest route in the San Gabriel Valley: the design question is already answered.
The constraint is stated on the same page: modifications to the pre-approved plans are not allowed, regardless of how minor the changes are. So a standard plan fits when the published footprint genuinely works for your yard, your access and the household the unit is for. It is the wrong tool when the goal is multigenerational living, an accessible layout, or a unit that has to clear a historic-district sightline.
We look at both routes — standard plan or a design prepared for your property by a licensed design professional — before recommending either, because the difference shows up in how the unit is used for the next twenty years, not in the permit counter.

California law requires a city to approve or deny a complete ADU application within 60 days; correction cycles vary by jurisdiction, and Pasadena’s own cycle depends on whether the property carries a historic designation.
CITY PROGRAMS.
Pasadena also runs its own ADU program.
Separately from the permitting route, the city’s Department of Housing publishes a Second Unit ADU Program for homeowners adding a unit, including a city-backed construction loan option and an alternative in which the completed unit is rented to a Pasadena Housing Choice Voucher tenant. Terms are set by the department and change between program cycles, so we treat it as a question to confirm with the city rather than a number to quote — and we note in your scope which parts of the project a program like this can and cannot cover.

FAQ.
Pasadena ADU questions, answered.
What changed in Pasadena’s ADU rules?
The city’s current regulations for ADUs and junior ADUs took effect on May 20, 2024 under Ordinance No. 7420. Pasadena publishes the operating rules — parking counts and exemptions, the JADU ceiling, the impact-fee threshold and the historic-district conditions — on its own ADU page, and that is the text a submittal is checked against.
Do I have to add a parking space for an ADU?
Not always. The city asks for one space per unit or per bedroom, whichever is less, and allows it as covered, uncovered or tandem parking on an existing driveway. The requirement is waived when the site is within a half-mile walk of a public transit stop, when the property is within a historic district, or when a commercial car-share pick-up point is within one block.
If I convert the garage, do I lose parking?
The city’s published rule is that replacement parking is not required when an existing garage, carport or surface space serving as the required parking for the primary dwelling is demolished or converted in conjunction with the ADU construction. So a garage conversion does not automatically add a paved space to the scope.
How large can a JADU be in Pasadena?
A junior accessory dwelling unit is capped at 500 square feet and must be built within the walls of the proposed or existing single-family residence, or an attached garage or other non-habitable attached space. A unit that steps outside that envelope is processed as a full ADU instead.
When does an ADU trigger a Residential Impact Fee?
According to the city’s published regulations, any accessory dwelling unit greater than 900 square feet is charged a Residential Impact Fee, while units of 900 square feet or less are exempt. We size the program against that threshold during feasibility rather than after the layout is drawn.
Can I build an ADU on a historic property?
Pasadena states that an ADU is permitted in a historic district if it is not visible from the public right-of-way, and directs owners to its sections on ADUs in historic districts and on individually designated historic properties. Alterations and additions in a historic site or district go through a Certificate of Appropriateness reviewed by the Historic Preservation Commission, using The Secretary of the Interior’s Standards for Rehabilitation.
Does Pasadena offer pre-approved ADU plans?
Yes. The city’s ADU Standard Plans program offers several plans ranging from studios to two-bedroom units, all pre-approved by Building and Safety. The same page is explicit that modifications are not allowed, however minor, so the plan has to fit your lot and your household as published.
Who handles the Pasadena permit paperwork?
We prepare and submit the application and track plan review comments to issuance. Architectural drawings and structural calculations are prepared and stamped by California-licensed design professionals; KWA Home is responsible for construction under CSLB #1145730 and for coordinating the design side with them.
How long does approval take?
California law requires a city to approve or deny a complete ADU application within 60 days. Correction cycles vary by jurisdiction, and in Pasadena a historic designation adds a Certificate of Appropriateness step that is not covered by that clock.
